Issue Description
PDFs embedded into web pages or web content rely on that application's PDF preview engine, and most tend to not support accessibility features or access with assistive technology fully enough to have an effective experience with screen readers, even when the PDF has been remediated to work with assistive technology.
Recommendation
Whether embedded or pop-up, PDFs embedded or displayed in a web browser use that application's PDF rendering engine. Even PDFs that have been remediated for accessibility will not announce correctly for screen reader users.
- Remediate PDF issues and run full accessibility checks with Adobe Acrobat.
- Provide an alternative to browser previews for users of assistive technology, such as allowing download to open in Adobe Acrobat where the screen reader experience is far better.
